Dear Neighbor,

We’re back in Raleigh for the short session, and I’ll be straight with you — there’s a lot that needs to get done, and not a lot of time to do it. The biggest priority is getting a state budget passed. That’s something folks back home expect, and it’s something we need to deliver on.

At the same time, I’m staying focused on the issues I hear about most across Lenoir, Greene, and Jones counties — rising costs, public safety, and making sure our rural communities aren’t left behind when decisions are made in Raleigh. That means asking tough questions, pushing for practical solutions, and making sure your voice is part of the conversation.

You’ll see some of that work highlighted in this month’s update, along with what’s been happening back home in the district.

As always, I appreciate the opportunity to represent you. If you ever need anything or want to share your thoughts, don’t hesitate to reach out.

At your service,

Chris Humphrey

State Representative

LEGISLATIVE SHORT SESSION CONVENES

This month, I've returned to Raleigh to begin the legislative short session. For those unfamiliar, the short session is a period where lawmakers convene to shore up laws, bills, and spending priorities carried over from the long session. Historically, it’s a time for relatively routine work — fixing a grammatical error here, moving a comma there. This short session is a bit different.

Passing a comprehensive state budget is priority number one — and frankly, it should have been done already. Republicans hold solid majorities in both chambers, and with that comes the responsibility to deliver. I have heard your calls loud and clear on this, and I know my colleagues have as well. It is my hope and strong desire that we pass a comprehensive state budget in the coming months.

MEETING WITH SHERIFFS OF LENIOR, GREENE, AND JONES COUNTIES

I was glad to spend some time with three outstanding sheriffs from back home who made the trip to Raleigh — Sheriff Matthew J. Wineman, of Jones County, Sheriff Matt Sasser of Greene County, and Sheriff Jackie Rogers of Lenoir County.

I’m grateful for the work they do every day to keep our communities safe and for taking the time to share their insights and priorities. Strong partnerships between state leaders and local law enforcement are essential — and I’m proud to stand with them in support of public safety across eastern North Carolina.

HOUSE ADVANCES PROPERTY TAX REFORM

Property taxes are hitting folks across Eastern North Carolina harder than ever — and that’s a real concern for working families and retirees on fixed incomes.

This month, a proposed constitutional amendment to limit future property tax increases moved forward in a House committee. It’s about putting guardrails in place for local governments so that people can stay in their homes without fear of unpredictable tax hikes.

We can ensure quality local government services AND protect taxpayers at the same time. That balance matters.

U.S. NAVY SIGNS DEAL WITH NC GLOBAL TRANSPARK TO BRING 400 NEW, HIGH-PAYING JOBS TO EASTERN NORTH CAROLINA

A new 10-year agreement between the U.S. Navy and the North Carolina Global TransPark in Kinston will bring more than 400 good-paying jobs to eastern North Carolina. This partnership will support aircraft maintenance and overhaul operations for Fleet Readiness Center East, with a $15 million annual investment once fully operational.

This is exactly the kind of investment we’ve been working toward — supporting our military, building up our local economy, and creating real career opportunities in aviation, engineering, and skilled trades. With continued focus on infrastructure and workforce development, ENC is becoming a hub for aerospace and defense.

I’m proud to continue supporting projects like this that move our region forward.

JONES COUNTY'S MAYSVILLE TOWN MANAGER NAMED NC RURAL LEADER OF THE YEAR

Congratulations to one of Jones County’s finest — Schumata Brown of Maysville — on being named North Carolina Rural Leader of the Year by the NC Rural Center.

Schumata’s dedication to strengthening our schools, supporting local opportunity, and investing in the future of our rural communities is exactly the kind of leadership that makes eastern North Carolina strong.

We’re all proud of you, my friend!

VISITING GREENE COUNTY MIDDLE SCHOOL

I recently had the honor of joining fellow community members at Greene County Middle School for Industries in Schools Week, sharing my experience as a state legislator with 8th graders. Grateful for the opportunity to connect with these students and highlight the many career paths available right here in eastern North Carolina. The future is bright!

NEW SEWER PROJECT UNDERWAY TO SUPPORT NORTH LENOIR HIGH SCHOOL

Proud to see this important investment moving forward in Lenoir County.

By connecting North Lenoir High School to the City of Kinston sewer system, we’re not only addressing long-standing wastewater challenges, we’re also laying the groundwork for future prosperity along the Highway 258 corridor.

This project is a win for our students, our schools, and our community. Reliable infrastructure is essential to a strong education system and a thriving local economy.

I’m grateful to have worked alongside local leaders, Lenoir County Public Schools, and former Senator Jim Perry to help secure the funding that made this possible.

As construction begins, please be mindful of increased traffic activity in the area and allow a little extra time when traveling Highway 258.

This is a long-term investment in Lenoir County’s future and I’m excited to see the positive impact it will bring to our communities.

CONGRATULATING KINSTON VIKINGS ON THE FLOOR OF THE NC HOUSE

Last week, I was proud to recognize the Kinston Vikings boys basketball team on the NC House floor for bringing home the 3A State Championship title! 🏆🏀

This team showed grit, discipline, and what Eastern North Carolina is all about. Twelve titles and counting — what a legacy. Congratulations to these student-athletes, coaches, and the entire Kinston community on an historic season. We’re proud of you!

SPENDING 'LEGISLATORS IN SCHOOLS DAY' WITH GREENE COUNTY STUDENTS

I enjoyed visiting with leaders from Greene County Schools during Legislators in Schools Day, along with members of the Greene County Board of Commissioners and representatives from our congressional offices.

These conversations are important as we work together to support our students, teachers, and local schools. I appreciate their partnership and commitment to education in Greene County.

NEW ACCESSIBLE PLAYGROUND IN JONES COUNTY

I’m proud to join Jones County leaders in celebrating the opening of a new Accessible Playground — a space where children of all abilities and families can come together to play, connect, and enjoy the outdoors.

I encourage families from across our region to visit this wonderful new space at 1549 NC Hwy 58 S in Trenton, open daily from sunrise to sunset.

VISITING WITH KINSTON POLICE DEPARTMENT

I had a great visit with the Kinston Police Department alongside Criminal Justice students from Lenoir Community College. We had the opportunity to learn more about crime scene investigation, forensic science, and the critical work that goes into properly collecting and preserving evidence.

I’m grateful for the dedication of our law enforcement officers and proud to support the work they do every day to keep our communities safe. Thank you to Chief Goyette and the entire team for hosting us!

NORTH CAROLINA SYMPHONY PERFORMS FOR LENOIR COUNTY STUDENTS

I recently had the pleasure of joining 5th graders from Lenoir County Public Schools to welcome and enjoy an incredible performance by the North Carolina Symphony.

It’s always inspiring to see young students experience the power of music firsthand. Opportunities like this help spark creativity, appreciation for the arts, and lasting memories for the next generation.

Thank you to everyone who made this special day possible!
